## General Requirements for All Applicants

Successful candidates will embody a commitment to public service and possess the following general qualifications:

* Indonesian citizen, devout, loyal to Pancasila, the 1945 Constitution, and the Unitary State of the Republic of Indonesia.

## Specific Roles and Responsibilities

Each position carries distinct responsibilities critical to the success of the PKE program.

Team Leader

The Team Leader will serve as the central coordinating figure, ensuring seamless project execution and timely reporting. Key responsibilities include:

* Submitting regular reports to the Project Commitment Officer (PPK) to enable prompt decision-making on necessary actions, including condition restoration, minor works preceding main activities, and other detailed engineering tasks.
* Coordinating all experts and support staff systematically, inspecting field work, and providing written clarifications to the Construction Service Provider regarding contract requirements if general statements are insufficient.
* Leading community outreach and engagement efforts throughout the implementation of the Integrated PKE Program in Desa Lumut Nauli.
* Thoroughly reviewing all construction work plans, calculations, and quantities prepared by the Construction Service Provider before implementation.
* Ensuring the Construction Service Provider fully comprehends the Construction Work Contract Documents, executes work according to specifications and drawings, and employs appropriate construction methods for prevailing field conditions.
* Conducting regular site inspections, documenting findings, and reporting to the PPK on all project locations.
* Recommending to the PPK the acceptance or rejection of work results, materials, and equipment that do not conform to contract specifications.
* Coordinating the daily recording of the Construction Service Provider's progress on approved progress schedules.
* Monitoring and evaluating work progress, immediately reporting any deviations from contract documents that could affect planned completion schedules, and providing written recommendations to the PPK for addressing delays.
* Verifying all quantities and volumes from measurements of completed works.
* Ensuring that all preceding works, which will be concealed or become invisible, are thoroughly inspected/tested and meet contract requirements before subsequent work commences.
* Recommending to the PPK on the quality, volume, and quantity of completed work, and verifying the accuracy of monthly payment requests from the Construction Service Provider.
* Coordinating accurate calculations and sketches for the PPK at each work site to aid decision-making and approvals.
* Recommending to the PPK the achievement of quality and work results consistent with contract documents for payment proposals from the Construction Service Provider.
* Coordinating the preparation of physical and financial progress reports for construction work within their authority and submitting them to the PPK.
* Supervising and verifying the creation of as-built drawings, striving for their completion before provisional hand over.
* Maintaining archives of design drawings and compiling activity correspondence, daily reports, weekly reports, work progress reports, and payment measurements.
* Being readily available to provide progress information to the PPK when required.

Water Supply and Sanitation Expert

This role focuses on ensuring the highest standards in water and sanitation infrastructure. Responsibilities include:

* Reporting to the Team Leader to facilitate timely decisions on necessary actions, including condition restoration, minor works preceding main activities, and other detailed engineering tasks.
* Applying provisions of construction services regulations, K3 (Occupational Safety and Health), Work Environment Control, and Quality standards.
* Conducting community outreach and engagement for the Integrated PKE Program in Desa Lumut Nauli, particularly concerning water supply and sanitation aspects.
* Planning and executing commissioning activities for piping networks and other water supply-related components requiring testing.
* Planning and executing commissioning activities for sanitation-related components.
* Producing Work Reports for the commissioning of sanitation activities.
* Inspecting all sanitation field work and providing written clarifications to the Service Provider regarding actual contract requirements if general statements are insufficient.
* Ensuring the Construction Service Provider correctly understands the sanitation-specific parts of the Construction Work Contract Documents, executes work according to specifications and drawings, and applies appropriate construction methods.
* Conducting regular inspections of sanitation work at all contract locations and reporting findings to the Team Leader.
* Producing Work Reports for the commissioning of piping networks and other water supply activities requiring testing.
* Inspecting all water supply field work and providing written clarifications to the Service Provider regarding actual contract requirements if general statements are insufficient.
* Ensuring the Construction Service Provider correctly understands the water supply-specific parts of the Construction Work Contract Documents, executes work according to specifications and drawings, and applies appropriate construction methods.
* Thoroughly reviewing all water supply-related working drawings, construction analyses/calculations, and quantities prepared by the Construction Service Provider before implementation.
* Conducting regular inspections of water supply work at all contract locations and reporting findings to the Team Leader.
* Recommending to the Team Leader the acceptance or rejection of work results, materials, and equipment that do not conform to contract specifications.
* Compiling daily records of the Construction Service Provider's progress on approved progress schedules.
* Monitoring and evaluating work progress, immediately reporting to the Team Leader any deviations from contract documents that could affect planned completion schedules.

* Supervising compliance with construction safety aspects during the execution of construction work to ensure orderly delivery of Construction Services.
* Overseeing the implementation of the Construction Safety Management System (SMKK) Document.
* Reviewing and making recommendations for the preparation and updating of Construction Safety implementation documents.
* Coordinating with the Construction Service Provider's HSE Engineer to identify and map potential hazards in the work environment, including assessing the impact and probability of these hazards.
* Collaborating with the Construction Service Provider's HSE Engineer to develop a work safety and health program plan that includes preventive and corrective measures to reduce accidents and manage incidents in the work environment.
* Monitoring the implementation of environmental management and monitoring, coordinating with the Construction Service Provider's HSE Engineer to minimize environmental impacts from the project.
* Coordinating with the Construction Service Provider's HSE Engineer or other officials in preparing traffic control and safety measures within the project area or related projects.
* Creating and maintaining documentation related to occupational health and safety, including designing standard procedures and maintaining health and safety forms or records.
* Evaluating potential accident incidents, analyzing root causes, and identifying preventive and corrective actions taken.
* Being readily available to provide progress information to the PPK when required.

Inspector / Supervisor Support Staff

This support role is crucial for on-the-ground monitoring and ensuring work adheres to standards. Duties include:

* Verifying the readiness of work execution.
* Inventorying equipment and supplies for structural work supervision.
* Conducting regular site visits.
* Inspecting material/sample mock-ups for building structure work submitted by the executor.
* Inspecting material/sample mock-ups for water supply and sanitation work submitted by the executor.
* Analyzing the progress of work execution (opname).
* Assisting in compiling data completeness for the final supervision process.
* Identifying potential hazards in the work area and ensuring all workers comply with safety regulations.
* Recording daily findings, documenting progress, and reporting field constraints to the Team Leader.
* Inspecting work results and reporting any discrepancies found in the field to the Technical Expert or Team Leader.
* Evaluating potential accident incidents, analyzing root causes, and recommending preventive and corrective actions.
* Inventorying equipment and supplies for supervising water supply and sanitation work, particularly piping.

Secretary Support Staff

The Secretary will ensure efficient administrative flow and organization for the team. Key duties include:

* Compiling, managing, and archiving correspondence, reports, and team study documents.
* Preparing administrative and supporting data required by experts and the Team Leader.
* Ensuring all archives are neatly organized, both digitally and conventionally.
* Managing team activity schedules, meeting agendas, and work calendars.
* Preparing invitations, meeting rooms, and necessary equipment.
* Handling the distribution of information and dispatch of important documents within the team.
* Assisting in facilitating external communication or complaints when necessary.

Administrator Support Staff

The Administrator plays a vital role in managing project documentation and supporting team operations. Responsibilities include:

* Storing, recording, and archiving all project documents (e.g., contracts, shop drawings, Minutes of Meeting, and handover reports or BAST).
* Ensuring the structured flow of incoming and outgoing correspondence and data, maintaining easy accessibility.
* Assisting in creating work schedules, arranging meeting times, and drafting meeting minutes.
* Helping to monitor the daily, weekly, or monthly progress of each team member.
* Preparing data and milestone achievement status reports for the Team Leader's review.

Drafter Support Staff

The Drafter is essential for accurate visual representation and documentation of project designs and modifications. Duties include:

* Reviewing working drawings, including dimensions, material specifications, positions, and installation methods for building components or products against actual work execution.
* Assisting in the preparation of final drawing documents, adjusted to actual field conditions after the project or construction is completed (as-built drawings).
* Updating designs or blueprints if there are changes resulting from team coordination, field adjustments, or corrections from engineers/architects.
* Ensuring all dimensions, scales, and notations in drawings comply with applicable technical standards.
* Ensuring design drawings adhere to occupational safety standards and applicable building or industry regulations.
* Organizing, tidying, and archiving all drawing documents and revision files for easy access and security.
