## 1. Liaison Expert for the Vice President's Secretariat (Setwapres), Ministry of Finance, Ministry of Population and Family Development, and Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK)

This role requires a proactive professional capable of fostering seamless communication and strategic alignment across multiple high-level government bodies.

Key Responsibilities
* Conduct regular and intensive coordination with key ministries and agencies regarding Disbursement-Linked Results (DLRs).
* Ensure proper verification of DLR protocols and maintain policy alignment across participating institutions.
* Act as a vital bridge between Bappenas and partner ministries to report progress, highlight bottlenecks, and share crucial updates.
* Coordinate with the Financial and Development Supervisory Agency (BPKP) during Disbursement-Linked Indicator (DLI) verifications.
* Monitor the implementation of the Program Action Plan (PAP) and assist in identifying operational challenges.
* Compile necessary reports and maintain accountability to the PMU Assistant Manager.

Qualifications Required
* Minimum of a Bachelor’s degree (S1) in Public Health, Epidemiology, Nutrition, Social Sciences, Public Economics, Management, Public Policy, or a related field.
* At least 3 years of demonstrated experience in project management (planning, monitoring, and evaluation).
* Proven track record of cross-institutional coordination, with direct experience collaborating with top-tier government secretariats and coordinating ministries.
* Strong proficiency in data analysis using tools like SPSS, Stata, Microsoft Excel, or Spreadsheets.

## 2. Environmental and Social Safeguards Specialist

Ensuring sustainability and social responsibility is a core pillar of INEY Phase 2. This specialist will manage environmental risks and community engagement frameworks.

* Facilitate the implementation of environmental and social requirements outlined in the Environmental and Social Commitment Plan (ESCP) and Program Action Plan (PAP).
* Identify, map, and analyze social and environmental issues and stakeholder impacts.

Qualifications Required
* Post-graduate degree (S2) in Environmental Science, Social Sciences, Occupational Health and Safety (K3), Anthropology, Sociology, or related fields (Bachelor's degree holders with exceptional relevant experience will also be considered).
* Minimum of 3 years of robust experience in managing social and environmental safeguards (familiarity with World Bank ESF policies is a distinct advantage).
* Proven capability in quantitative, qualitative, or mixed-methods data analysis.
* Strong risk-identification skills and the ability to conduct professional training sessions.
* Excellent command of English, supported by certifications (TOEFL/IELTS) or written English portfolios.
## 3. Monitoring and Evaluation Expert – Supporting the Ministry of Primary and Secondary Education (Kemendikdasmen)

Focused on Early Childhood Education and Development (PAUD HI), this expert will design conceptual frameworks to track educational quality and stunting interventions.

Key Responsibilities
* Design comprehensive monitoring and evaluation frameworks for PAUD HI programs.
* Establish accurate baselines, measurable indicators, and realistic targets.
* Review, analyze, and synthesize monitoring data to feed into stunting reduction policies.
* Provide technical strengthening and capacity support to the Directorate of Early Childhood Education.

Qualifications Required
* Minimum of a Master's degree (S2) in Early Childhood Education, Management, Statistics, or Research and Evaluation.
* At least 5 years of specialized experience in designing educational monitoring tools and evaluating PAUD HI initiatives.
* Demonstrated history of cross-sectoral coordination lasting 5 years or more.
* Advanced capability in statistical data analysis using modern software applications.
* Solid portfolio of prior M&E frameworks, analytical reports, or published papers.
## 4. Public Policy Analysis, Advocacy, and Field Mobilization Expert – Supporting Kemenko PMK

This senior analytical role drives high-level strategy, data interpretation, and policy formulation for national nutrition programs.

Key Responsibilities
* Develop, execute, and report timely work plans focused on nutrition and stunting prevention.
* Build data instruments to synchronize stunting coordination, control, and monitoring activities.
* Analyze large-scale national nutrition surveys (SSGI, SKI, e-PPGBM, Satu Sehat, etc.) to extract actionable insights.
* Produce periodic policy briefs, executive summaries, and strategic recommendations for ministry leaders.
* Foster innovative program designs aimed at accelerating stunting reduction initiatives.

Qualifications Required
* Master’s degree (S2) in Public Policy, Public Health, or Health Statistics (Doctoral/S3 degree holders are strongly preferred).
* Minimum of 5 years of professional experience related to nutrition and stunting within ministerial or governmental environments.
* Advanced technical proficiency in analyzing large-scale national datasets using statistical packages.
* Outstanding critical thinking, leadership skills, and the ability to present complex data visually.
